Commission Counsel
A senior member of the criminal law bar in Ontario and
currently a visiting law professor at the University of Toronto. He served
as the assistant deputy attorney general (criminal law) in that province
from 1991 to 1996. His practice with Sack Goldblatt Mitchell focuses on
criminal, constitutional and public law litigation, specializing in criminal
appeals. He also provides advice to the RCMP, the OSC and the Special
Investigations Unit on Crown and police practices, and provided expert
evidence on police and prosecution practices in the Airbus case (a libel
action brought by former prime minister Brian Mulroney against the RCMP and
the Crown) and in a motion by former Nova Scotia premier Gerald Regan to
stay charges of sexual assault.

A barrister and solicitor in Ontario who since 1997 has practiced
criminal and constitutional law with Sack Goldblatt Mitchell LLP. He
received his LL.B. degree from the University of Toronto Faculty of Law in
1994 and LL.M. degree from Yale Law School in 1996. From 1994 - 1995,
he served as law clerk to the Right Hon. Antonio Lamer, Chief Justice of
Canada. He has published articles on search and seizure and the law of
restitution and has taught a course in criminal procedure at the University
of Toronto Faculty of Law.
R. L. (Bob) Giasson

Retired from Manitoba Justice on Dec. 31, 1999 as the A/Assistant Deputy
Minister, Courts Division. He was responsible for the management and
leadership of the Courts Division by promoting the effective, impartial and
efficient administration of the judicial process to serve the needs of
Manitobans involved in criminal, civil and family disputes before the
courts. With over 35 years of service in Courts he held various positions
including Registrar Court of Queen’s Bench, Executive Director of Winnipeg
Courts, Magistrate, Inspector of Courts of Manitoba and French Language
Services Coordinator for the Manitoba Court system. He is an honorary life
member of the Association of Court Administrators of Canada [ACCA].
